Role of the layer
The Interpretive Weighting Layer answers a simple question: when multiple sources speak about Pagup, which one should carry weight, for which part of the answer, and within which limits?
It complements EAC. EAC qualifies external sources. CPI then arbitrates their weight by claim class: official identity, service scope, doctrine, proof, result, criticism, or reputation.
Main guardrail
CPI never means that “Pagup always wins”. The official source is primary for identity, published boundaries, service scope, and policies. It cannot self-certify reputation, neutralize qualified criticism, or turn proof into guarantee.

Commercial application
For a Pagup engagement, this layer prevents the corpus from being reconstructed as a generic SEO agency, a tool, or an AI visibility promise. It stabilizes reading without suppressing legitimate contradiction.
